Ett av 2030-sekretariatets viktigaste arbetsuppgifter är att granska och återkoppla på de remiss- och policyförslag från regeringen och svenska myndigheter, eller de viktiga konsultationer som EU regelbundet publicerar. ibland går vi i förväg med egna förslag. Pågående remisser:

Remiss av promemorian Klimatbonusbilar ska vara registrerade i fem år, M2020/01180/R. Remiss från Miljödepartementet. 

Remiss från Transportstyrelsen: Transportstyrelsens föreskrifter om krav på information om tankning eller laddning
av motorfordon;

Pågående konsultationer i EU:

Europe’s efforts to go climate-neutral by 2050 could be undermined by lack of ambition by our international partners. This would mean a risk of carbon leakage. This occurs when companies transfer production to countries that are less strict about emissions. In such case global emissions would not be reduced.

This new mechanism would counteract this risk by putting a carbon price on imports of certain goods from outside the EU.

The European Green Deal Communication foresees a review of the Renewable Energy Directive (EU) 2018/2001 and, if appropriate, its revision in order to adjust it to the goal of increasing the EU climate target to at least 50% and towards 55% in a responsible way by 2030. In addition, in 2020 the Commission will assess the final integrated National Energy and Climate Plans under the Governance Regulation, and present several strategies including actions that may require to revise the Directive.

The aim of the European Green Deal is to make the EU climate-neutral by 2050. Revising the Energy Taxation Directive forms part of a group of policy reforms to deliver on this increased ambition.

The main objectives of revising the Directive are:

– aligning taxation of energy products and electricity with EU energy and climate policies, to contribute to the EU 2030 energy targets and climate neutrality by 2050;

– preserving the EU single market by updating the scope and the structure of tax rates, and rationalising the use of optional tax exemptions and reductions.

Under the European Green Deal, the Commission has committed to stronger action on climate change and will assess how the EU’s greenhouse gas emissions could responsibly be reduced by at least 50% to 55% by 2030.

The review will:

  • assess how far EU renewable energy rules (Directive 2018/2001/EU) can contribute to a higher EU climate ambition
  • explore how to accelerate the transition to a more integrated energy system as outlined in the energy system integration & hydrogen strategies.
